Open Call: Request for Proposal (RFP) – Consultancy in PR and Communications

 

As part of the Keychange Leaders project, we kindly request a proposal for a framework agreement covering journalistic services, including associated consultancy in PR and communications, both nationally and internationally, focussing the Keychange partner countries: Germany, Sweden, Norway, France, Estonia, Poland, Belgium, UK and Switzerland.

About Keychange Leaders:

Keychange is an initiative dedicated to creating a more inclusive music industry for current and future generations. It promotes structures for gender equity through an international talent leadership programme for underrepresented artists and professionals, a pledge for gender balance within music organisations, and a manifesto addressing policy and industry leaders.

About the Scope of the Work:

The PR person/agent will be responsible for delivering an overall of 3-5 PR campaigns that will run in September 2026, December 2026/January 2027 and March/April 2027. These campaigns will be related to the current Talent Leadership Programme, the Keychange Pledge and reports and activities that are planned around events related to these outputs. A creative mind with good press relations and a deep understanding of different media outlets’ needs is a must, with the ability to tailor campaigns to specific audiences and music industry markets, in addition to social justice angels.


Services Required:

A. General Services

  1. Regular meetings, coordination and communication with the client

  2. Drafting, writing and communicating press releases.

  3. International coverage (Europe including Baltics, Balkans and Mediterranean, Canada) in music industry press across digital, print and broadcasting, with additional outreach to non-music outlets.

  4. Features and interview pieces, finding new ways to frame and highlight the Talent Leadership Programme.

  5. Follow-up including a written final report of the press coverage (2–3 pages)

B. Consultancy Services in PR & Communication

●  Strategic PR and communication consulting

o   Current situation/background

o   Keychange Leaders Strategic Objectives

o   Understanding Keychange’s long & short-term goals, e.g. foster gender equity and inclusivity in music and skill empowerment for gender-diverse music professionals.

o   PR Objectives

o   Agreeing on goals in support of the strategic objectives

 

● Audiences and outreach

o   Understanding the audiences that will best help Keychange achieve its goals

o   Understanding and identifying relevant press and media outlets for coverage

o   Key messages per audience

o   Creating awareness, motivating actions. 

o   Creating a compelling proposition that speaks directly to those audiences.

o   PR Platforms & Mix: press - digital, print, broadcast

 

● Development and conception of PR strategies and press releases for key communication events, reaching out to press and promotion

o   Circulation and targeting 

o   Follow-up and development

o   Support in acquiring and maintaining strategic press partnerships

o   Advice and support regarding media partnerships

o   Placement of communication content in national and international media

o   Consulting on communication strategies related to socially relevant topics

o   Coordination of communication measures for individual Keychange programmes

o   Providing and updating press contacts

 

● Delivery: 

o   A valuable amount of pieces across print, digital, radio and potentially screen if needed, covering Keychange EU and the TLP throughout the campaign.

o   Collating materials for the press

o   Following up with the media regarding interviews and coverage. 

o   A campaign report with outcomes, media reach and areas covered, alongside with pdfs/snippets of articles.

o   Contacts to follow-up on should be provided.

o   Any recommendations, notes needed. 

 

● Evaluating Success

o   Establishing KPIs – quantity, quality, messaging, reach.

o   Reporting on wins and people/areas to follow-up with

 

C. Estimated Consultancy Days

● Approx. a total of 70 consultancy hours during the period of contract

● Please state your daily rate (net)

● A quarterly report with a detailed breakdown of the services provided is required

● The stated number of consultancy days is an estimate for evaluation purposes and constitutes the upper limit for compensation

● No minimum number of days is guaranteed; prior approval from the client is required for any excess days

D. Minimum Requirements

● All persons involved in service delivery must have a minimum of five years’ professional experience in journalism and/or PR and communication

● Proactive and independent character who is also a great team player and willing to unravel a multifaceted project.

● Self-motivated and delivery driven person who can be proactive.

● Please confirm this qualification when submitting your proposal

 

Additional Notes:

Please note this is a framework agreement. The client reserves the right to commission additional PR and press work to other providers.
The client also reserves the right to terminate the contract due to unforeseen events (e.g. force majeure, official orders, cancellation of public funding, etc.).

Budget estimates should range around 6.000 Euro. All submitted applications will be evaluated by an internal team committee and marked against the project’s criteria.
